About the General Secretariat

The General Secretariat of the International Telecommunication Union (ITU) plays a crucial role in managing the Union’s administrative, human, and financial resources. Its key responsibilities include:

  • Implementing administrative regulations on operational questions.
  • Disseminating information on telecommunication and ICT matters.
  • Providing legal advice to the Union.
  • Coordinating the implementation of the Strategic Plan.
  • Monitoring the ICT environment and advising on future policies.

The General Secretariat also ensures inter-sectoral coordination to promote a “One-ITU” approach, providing logistical and IT support for conferences and engaging with various stakeholders, including Member States, Sector Members, and academia.

Role of the Associate Youth Programme Officer

The Associate Youth Programme Officer will work under the supervision of the Senior Gender and Youth Advisor within the Gender and Youth Office. This position is vital for supporting ITU’s youth initiatives through program design, planning, promotion, and implementation.

Key Responsibilities

The responsibilities of the Associate Youth Programme Officer are diverse and impactful. Key duties include:

  1. Youth Empowerment:
    • Assist in the implementation of the ITU Youth Strategy across the organization.
    • Coordinate with various bureaus and departments to design and promote youth-focused initiatives.
  2. Research and Analysis:
    • Conduct research on ICT issues affecting youth globally.
    • Analyze statistical data and other information to contribute to written outputs, such as reports and publications.
  3. Youth Participation:
    • Facilitate opportunities for youth to engage with ITU.
    • Coordinate youth consultations and events to gather input and feedback from young people.
  4. Partnership Development:
    • Establish and maintain partnerships with youth organizations.
    • Engage stakeholders to promote collaborative solutions for youth empowerment.
  5. Strategic Development:
    • Contribute to strategies that incorporate youth perspectives in work programs and human resources activities.
    • Collaborate with internal stakeholders to support communication strategies that raise awareness of ITU’s youth engagement efforts.
  6. Resource Mobilization:
    • Support ITU’s resource mobilization efforts for youth-related initiatives.
    • Develop ITU’s value proposition to attract voluntary contributions.
  7. Survey Participation:
    • Participate in survey initiatives and assist in designing data collection tools.
    • Analyze survey responses to identify issues and prepare conclusions.
  8. Support Youth Advisory Board:
    • Assist in convening and ensuring the effectiveness of the Secretary-General’s Youth Advisory Board.
    • Provide analytical support for documents related to youth resolutions and decisions.
  9. Additional Duties:
    • Perform other related activities as assigned.

Qualifications Required

Education

  • A university degree in telecommunications, international relations, global affairs, economics, or a related field. Alternatively, education from a reputable college with a diploma equivalent to a university degree is acceptable.

Experience

  • At least three years of progressively responsible experience in youth promotion and empowerment projects. An advanced degree can substitute for one year of experience, while a doctorate can replace two years.

Language Proficiency

  • Proficiency in one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at an advanced level. Knowledge of a second language at an intermediate level is required, and a third language is an advantage.

Benefits and Entitlements

Salary

  • The total annual salary includes a net annual salary (before taxes and deductions) and a post adjustment (PA) based on the cost of living. The PA is variable and subject to change.
  • Annual Salary: From $50,377
  • Post Adjustment: $47,102
